Swan oversees Eureka’s economic development efforts and the implementation of the Economic Development Strategic Plan Update. She serves as staff to the Economic Development Commission and the Art & Culture Commission. Swan is the person to contact for anything related to business, tourism, or art.

The Economic Development Commission (EDC) advises the City Council, the City Manager, and City staff in all matters pertaining to Economic Development, including:

Ongoing analysis of economic development issues and opportunities that have the potential to impact or influence the economy of the City of Eureka;

Gilding the City's short- and medium-term efforts to promote local economic development;

Promoting actions that maintain and create high-quality jobs, build Eureka's community assets, create a diverse and resilient economy, and strengthen the City's revenue base;
